Assam Chief Minister Himanta Biswa Sarma announced a Rs 1.5 lakh crore infrastructure programme over the next five years, including Rs 50,000 crore from state funds and Rs 1 lakh crore sought from the Centre. Speaking at the Independence Day ceremony in Guwahati, he said the money would support roads, schools, urbanisation and rural development as Assam seeks to become a developed state by 2047. Sarma also announced eight new co-districts, a youth empowerment department and a fresh 30-day crackdown on child marriage from November 1. Hindustan Times reports that he cited 12,196 child marriage cases and 93 arrests between 2021 and 2026. He promised rehabilitation funds for flood-hit districts, where 104 deaths were reported, and urged some settled communities to list Assamese as their mother tongue in the Census.
