# Beijing’s state-backed innovation model links universities, start-ups and industry

Beijing’s innovation system brings research universities, start-ups, companies and the state into a single pipeline, The Hindu reports. Peking University and Tsinghua University supply talent, while clusters such as Zhongguancun connect research with businesses. A city platform designed to move ideas from laboratories into companies executed 1.04 lakh technology contracts in 2025. The state also provides infrastructure and capital, including direct stakes in companies, to absorb risks that private venture capital may avoid. The model has costs. Competition among Chinese regions has driven heavy spending on technology funds, sometimes without adequate checks. In June, Chinese regulators issued rules requiring tighter controls and more central approvals. Beijing is also backing humanoid robotics, with the Yizhuang industrial cluster working towards supply chains for mass production and wider use in areas such as healthcare.
