All-Out Retaliation: Modi Govt Vows to Avenge Pahalgam Carnage

New Delhi: In a strong and unequivocal message, the Modi government on Tuesday declared that “all might must be used” and the “strongest possible action” must be taken to avenge the cowardly terror attack in Pahalgam, Jammu and Kashmir, which claimed the lives of at least 26 innocent tourists. The Government of India reiterated its firm commitment to bring the perpetrators to justice and ensure that such dastardly acts of terrorism are not repeated.
“Government of India remains fully committed to avenge the killing of our citizens and to also ensure that such dastardly acts of terrorism do not recur. GOI have directed that all might must be used for the strongest possible action against the perpetrators of the Pahalgam terror attack and the ecosystem of terrorism has to be completely dismantled”, top sources in the government, told Republic.
Meanwhile, India has announced a series of strong measures targeting Islamabad. Effective immediately, the Indus Waters Treaty of 1960 has been suspended. The government stated the treaty will remain in abeyance until Pakistan credibly and irreversibly renounces its support for cross-border terrorism.
The integrated checkpost at Attari has also been closed with immediate effect. However, individuals who crossed over with valid travel endorsements will be allowed to return through the same route until May 1, 2025.
Additionally, Pakistani nationals will no longer be allowed entry into India under the SAARC Visa Exemption Scheme (SVES). All previously issued SVES visas have been cancelled, and Pakistani citizens currently in India under this scheme have been given 48 hours to exit the country.
In a significant diplomatic step, India has declared the Pakistani Defence, Military, Naval, and Air Advisors posted at the High Commission in New Delhi as persona non grata. They have been instructed to leave within a week.
Simultaneously, India will withdraw its corresponding military advisors from its High Commission in Islamabad, effectively annulling these roles in both nations’ missions.
The five decisive measures were announced following a Cabinet Committee on Security (CCS) meeting chaired by Prime Minister Narendra Modi , which lasted over two hours.
Addressing the media, Foreign Secretary Vikram Misri confirmed that the CCS had strongly condemned the Pahalgam terror attack and extended heartfelt condolences to the families of the victims, while also wishing a speedy recovery for the injured.
Misri stated, “The CCS received a comprehensive briefing on the terrorist attack that occurred in Pahalgam on April 22, 2025, which claimed the lives of 25 Indian nationals and one Nepali citizen, leaving several others injured.”
He added that the international community had expressed strong support and solidarity, with many nations unequivocally condemning the attack. “The CCS appreciates these global expressions of unity, which underscore the international consensus of zero tolerance towards terrorism,” Misri noted.
He also disclosed that the CCS was informed about the cross-border connections of the attack. The timing, he said, was particularly concerning — taking place shortly after the successful completion of elections in the Union Territory and during a period of steady economic progress and development.
