Of these, 45.18 lakh voters are listed as "Permanently Shifted" and 11.25 lakh as "Absent/Untraceable." The party says no genuine elector should lose registration just because a form could not be collected. In Khammam district alone, Collector Divakara TS said 1.57 lakh voters did not submit forms. While 33,380 were deceased and 1.01 lakh had permanently relocated, 11,000 could not submit for other reasons.
