# Delhi fails key World Bank checks on business readiness

Delhi scored zero or partial marks on several indicators in the World Bank Group's Business Ready (B-READY) assessment, leading the chief secretary to chair a review meeting last month. The capital's fragmented land-record system, run by multiple agencies, is a major concern. A planned 'Delhi Land Stack' aims to unify property information, but many old records held by DDA, MCD and NDMC have not been digitised. The government has set a target of August 2026 to complete digitisation. Other gaps include the lack of a unique property ID, partly manual property registration, and weak water-quality monitoring with no independent regulator. The government is considering geo-referenced surveys and drones to map properties. Construction reforms, including sustainable building incentives, are also being discussed. Departments have been told to fix gaps within two months where possible.
