Sood said more than 3,000 girl students received cycles in the first phase, bought through the Government e-Marketplace (GeM) after transparent bidding. He said the tender was awarded to the lowest eligible bidder and no vendor filed a complaint during the bidding window. Sood accused AAP of changing its figures, from 70 per cent commission on August 3 to 40 per cent, then 43 and 66 per cent, and finally 75 per cent. He called it political desperation and said officials followed all codal formalities.
