The motion, moved by Minister of State for Home Nityanand Rai, was passed by voice vote amid Opposition uproar. The JPC will have 21 Lok Sabha and 10 Rajya Sabha members and will be chaired by a ruling party member, a composition the Opposition says gives it little say. Opposition leaders including Congress’s K C Venugopal and Samajwadi Party’s Akhilesh Yadav alleged the Bill targets minorities and NGOs. Yadav said it would harm educational work in tribal areas.
