Committee chairman T. Sheshnarayan told a press conference on Wednesday that the panel will identify locations for district-centric HCA offices and approach schools and institutions to lease grounds. He said the HCA will study models from Jharkhand and West Bengal and hopes to involve TG20 franchise owners to invest in their respective districts. Eventually, each district may have its own league and a district association affiliated to the HCA, with procedures to be laid out by a single-member committee led by retired Justice P.
