New York City homeowners have sued to delay Mayor Zohran Mamdani's new pied-à-terre tax, saying the city's publication of a provisional assessment roll has caused 'mass confusion' and invited 'unwarranted scrutiny' of their personal information. The suit, filed Friday in Staten Island state court on behalf of three homeowners, does not challenge the tax itself. It targets the assessment roll and notices sent to property owners who may be liable. The city's Department of Finance posted an assessment roll listing nearly 1 million residential properties, including hundreds of thousands that may fall below the tax threshold. It also mailed 17,000 notices to property owners. The list is far larger than the 10,000 to 13,000 properties officials expect to be liable. The suit seeks to block the September 18 deadline for responding to notices and to force the city to remove the roll from its website. The tax targets single-family homes worth $5 million or more and apartments worth $1 million or more. Bloomberg reported the city has extended the exemption deadline to September 18 and that about 2,000 homeowners have applied for exemptions.
