India is considering wide-ranging reforms to its health insurance sector, including benchmarked treatment rates and a nationwide claims exchange, to address medical inflation of roughly 12-14% a year. A panel headed by the insurance regulator IRDAI chief, comprising industry leaders, hospitals and the CII, is expected to submit recommendations by year-end. Industry estimates suggest 10-15% of health claims are fraudulent or unwarranted. Insurance spending in India is less than 4% of GDP, against a global average of over 7%. Private hospital stays cost about $530 on average versus $70 at public facilities, a parliamentary committee report showed last week. Lawmakers have urged action to make private healthcare more affordable. The reforms also aim to standardise coverage through a common health insurance product and a uniform list of admissible treatments.
