Police said four officers confronted Ruiz after reports of someone checking cars and an attempted burglary. Two officers tried and failed to Taser him, the state Justice Department said. Ruiz then allegedly brandished a knife and injured Officer Baitinger-Peterson, who shot him. No body-camera footage exists; bystander recordings are being reviewed. Ruiz’s mother, Elsa Ruiz, said her son loved his family and did not deserve to die. The officer is on paid leave. Dane County District Attorney Ismael Ozanne will decide whether to press charges.
