The 25 per cent subsidy, announced after the Ladakh Pashmina Development Board’s first meeting last month, was transferred directly to herders in Samad, Kharnak and Korzok villages of Changthang district. Saxena also unveiled an Rs 8 crore revolving fund for the local cooperative society to speed up payments, promising herders half the cost immediately and the rest within two months, down from earlier delays of eight to ten months. The fund aims to raise the income and sustainability of nomadic Changpa herders, who saw raw Pashmina collection rise to 19 tonnes by July 2026, against 16 tonnes for all of 2025. Saxena called for increasing the goat population from two lakh to four lakh in three years and raising fibre yield from 200 grams to 350 grams per goat through scientific breeding.
