He cited his unrecovered mobile phone, the cancellation of his institute’s land lease, and an unreleased FCRA licence as unresolved concerns. The Leh Apex Body and Kargil Democratic Alliance met a Ministry of Home Affairs panel on constitutional safeguards, governance and democratic powers. Both groups said an in-principle understanding had been reached on restoring democracy and extending Article 371-type safeguards. Ladakh became a Union Territory without a legislature in 2019.
