Any such project proposed within 50 km must now get security clearance from the MHA. Projects between 1 km and 20 km also need a No Objection Certificate from the Defence Ministry. The guidelines, seen by The Assam Tribune, also prohibit hiring workers from Bangladesh, China and Pakistan without central government approval. Existing projects with prior clearance are exempt.
