The tribunal held the driver, Sukhdeep Singh, rash and negligent. Presiding officer Rajesh Ahluwalia directed the driver and the insurer to jointly pay the amount with 6% annual interest from the date of filing the claim. The insurance company must pay first but can recover the sum from the driver.
