# Parliamentary panel flags textbook delays, CBSE and NCERT vacancies

A parliamentary panel has flagged textbook shortages and a mismatch between the new curriculum and classroom implementation for Classes 9 to 12. The Committee on Estimates said application-based Board exams, alongside older study materials, were causing stress and confusion, particularly for Class 10 and 12 students. It urged the Education Ministry and NCERT to speed up textbook production and distribution, and recommended nationwide teacher training in application-based teaching. The panel also reported 1,596 vacancies among NCERT’s 2,844 sanctioned posts and 933 vacancies among CBSE’s 2,117 posts. It warned that CBSE’s reliance on temporary staff could affect examination quality and safety. Education spending stands at 4.1 per cent of GDP, below the NEP 2020 target of 6 per cent. Only 58.6 per cent of government schools have internet access, according to the report.
