Five days after 19 ministers were sworn into the Karnataka cabinet, portfolio allocation remains pending as Chief Minister DK Shivakumar juggles competing demands. Newly inducted minister Basavaraja Rayareddi publicly claimed the finance department, citing his stint as finance adviser to former CM Siddaramaiah. Ministers K.S. Basavanthappa and S.S.
