The order came on a complaint by the Opera Residents Association, which listed several deficiencies including a non-functional clubhouse, incomplete swimming pool, and inadequate power backup. RERA noted that the promoters had obtained only partial completion certificates and lacked a full certificate for the entire project. The authority rejected the promoters' objection that the association had no locus standi, and directed both rival residents' associations to approach the jurisdictional SDM within 30 days for recognition.
