The attack took place on April 22 in Al-Tiri, south Lebanon, days after a ceasefire with Hezbollah was announced. The groups said Israeli forces knew, or should have known, the two were civilians. Lebanese authorities also accused the army of obstructing Khalil’s rescue, a claim Israel denied. Israel said it struck a vehicle that had left a Hezbollah military structure, then attacked the building where the journalists had taken shelter. Amnesty said Israel told it the incident had undergone a preliminary review.
