India's markets regulator SEBI has proposed a new Mutual Fund-only Portfolio Management Service (MF-PMS) category, allowing portfolio managers to exclusively manage investments in direct mutual fund plans, ETFs and specialised investment funds. The draft framework targets investors with sizable mutual fund portfolios who seek professional asset allocation and rebalancing without making individual decisions. The minimum investment threshold is set at Rs 25 lakh, lower than the Rs 50 lakh requirement for traditional PMS. Industry players have raised questions about the value addition over existing PMS routes and potential conflict-of-interest issues. The Association of Portfolio Managers in India is preparing its representation seeking clarifications on disclosures and client suitability before the framework is finalised.
