The bench of Justices PS Narasimha and Alok Aradhe declined to interfere with the Appellate Tribunal for Electricity’s February 13 order allowing the process to move ahead. Market coupling would combine buy and sell orders across power exchanges for price discovery. CERC told the court that norms, including the coupling framework, would be issued within four to six weeks. The court expressed no view on the merits while the norms remain in draft form, and kept legal questions open.
