The surgeries were conducted under the state government's 'Kanti Velugu' programme. TGHRC Chairperson Justice Shameem Akther found that the victims suffered severe eye infection, loss of eyesight and prolonged physical and mental suffering due to poor hygiene, unsafe surgical instruments and lack of infection control.
