The initiative follows heavy rain on the Tirumala hills in 2021, when water entered the city through channels affected by encroachment or silt. Officials inspected Kapila Theertham and Malvadigundam waterfalls. They proposed gauging and modelling peak flows, assessing recharge potential, storing surplus water, and building deep aquifer recharge structures near existing check dams. Vegetation and a walking track were also proposed for a park near Malvadigundam.
