# Uttar Pradesh plans to outsource cleaning at district court complexes 2026-08-05T23:17:55+00:00 | Politics | Indian Opinion Desk Uttar Pradesh's government is drawing up a common framework to outsource routine cleaning and sanitation work across the state's district court complexes, a proposal discussed at a meeting chaired by Chief Secretary SP Goyal. Principal secretary (law) Uday Pratap Singh said the aim is to standardise cleanliness and help the state comply with a Supreme Court order of 15 January 2025 that directed high courts and state governments to maintain toilets and sanitation facilities on court premises. Alongside the outsourcing plan, the state is building separate toilets for men, women, persons with disabilities and transgender people wherever such facilities are currently missing. Private agencies already handle sanitation at the Allahabad and Lucknow high court complexes, and the new framework would extend a similar arrangement to district courts, which large numbers of litigants, lawyers and witnesses pass through daily. ## Indian Opinion Analysis The plan has a dated legal trigger. The Supreme Court's order of 15 January 2025 directed that all courts and tribunals have separate toilets for men, women, persons with disabilities and transgender persons, and asked high courts, with state governments, to prepare comprehensive upgrade plans covering running water, clean floors, lighting, secure locks and sanitary napkin dispensers with disposal bins, it also observed that professional agencies could be engaged for mandatory cleaning schedules. Principal secretary (law) Uday Pratap Singh said courts had already been advised to engage private agencies where necessary, and that the court had held access to clean sanitation in court complexes to be a fundamental right under Article 21.
