# Uttar Pradesh leads India in e-challans and unpaid traffic fines 2026-08-06T02:25:03+00:00 | India | Indian Opinion Desk Uttar Pradesh issued more e-challans for traffic violations than any other state between 2021 and 30 July 2026, accounting for a fifth of the national total, the Centre told Parliament in response to a question from MP Sanjay Seth, according to Hindustan Times. The state issued 78.9 million challans, ahead of Tamil Nadu's 63.7 million, Delhi's 47.1 million, Kerala's 45.8 million and Gujarat's 19.9 million. Uttar Pradesh's unpaid dues stood at ₹11,331.5 crore, or 25.60% of the national total, and Delhi's at ₹11,076.1 crore, or 25.02%, so the two together account for over half of all unpaid traffic fines across states, Tamil Nadu followed at ₹3,601 crore, or 8.14%. Union road transport minister Nitin Gadkari told Parliament that under the Central Motor Vehicles (Third Amendment) Rules, 2026, drivers committing five or more offences in a year will lose their licence from January 2026, and that pending challans will be linked to vehicle records to block related transactions. ## Indian Opinion Analysis The figures come directly from Gadkari's parliamentary reply, giving them an official basis, and the same reply sets out the other end of the range: Ladakh has issued 598 challans since 2021 and carries ₹2,500 in pending fines, with Nagaland, Arunachal Pradesh, Sikkim and Mizoram also recording low totals.
