The court said a teacher cannot be left without livelihood after 16 years of service. It directed the government to file a personal affidavit from the additional chief secretary of basic education. In a separate but related case, the court also ruled that the state cannot cancel a teacher's appointment for lack of qualification after 29 years unless fraud is proved.
