Tamil Nadu issued 63.7 million challans, followed by Delhi with 47.1 million, Kerala with 45.8 million and Gujarat with 19.9 million. Unpaid fines were also highest in Uttar Pradesh at Rs 113,315 crore, followed by Delhi at Rs 110,760 crore and Tamil Nadu at Rs 3,601 crore. Road Transport Minister Nitin Gadkari said drivers committing five or more offences in a year will face disqualification under the Central Motor Vehicles Rules from January 2026.
