# Gopal Pillai-led forum seeks Statehood restoration for J&K and Ladakh 2026-08-06T04:22:00+00:00 | India | Indian Opinion Desk The Forum for Human Rights in Jammu and Kashmir, co-chaired by former Home Secretary Gopal Pillai and Radha Kumar, has released its seventh annual report. It called for restoring full Statehood to Jammu and Kashmir and repealing the Jammu and Kashmir Reorganisation Act, 2019. The report also sought Statehood and Sixth Schedule inclusion for Ladakh, along with police reforms and a human rights commission there. The forum linked the 2025 Red Fort attack, which killed eight civilians, to a revival of homegrown militancy. It criticised coordination among Delhi, Jammu and Kashmir and Haryana police, and the Union Home Ministry’s monitoring.
