Madras High Court says qualification alone not ground for promotion

The Madras High Court has set aside a single judge's order that directed the promotion of superintendents in the Department of Public Libraries as district library officers. A division bench ruled that mere possession of required qualifications does not constitute a ground for claiming promotion, and that a writ petition seeking such a direction is not maintainable.

The court was hearing a batch of appeals filed by librarians, superintendents, the secretary of the school education department, and the director of public libraries. The single judge's order from October 2024 had held that superintendents were eligible and should be treated on par with Grade-I librarians for promotion. The division bench also upheld the government's December 2025 amendment to the ad hoc rules, which provides for promotion only to Grade-I librarians and inspectors of libraries, and by deputation from certain other posts.

The bench noted that promotion is not a vested right. The writ petitions challenging the amendment were dismissed earlier by the Madurai Bench of the High Court.
