Homeowners Sue NYC to Delay Mamdani’s Pied-à-Terre Tax

A group of New York City homeowners has sued Mayor Zohran Mamdani's administration to delay the rollout of a new pied-à-terre tax, arguing that a published list of potentially affected properties caused mass confusion and unwarranted scrutiny. The suit, filed Friday in Staten Island court, does not challenge the tax itself but targets the assessment roll and notices sent to property owners.

The city's Department of Finance posted an assessment roll online including nearly 1 million residential properties, far more than the estimated 10,000 to 13,000 properties expected to pay the tax. The plaintiffs say the city arbitrarily shifted the burden onto residents to prove they are exempt. Roughly 2,000 people have already applied for exemptions. The lawsuit seeks to block a September 18 deadline for responding to notices and to remove the assessment roll from the city's website.
